OVERVIEW

The Workforce Development Board invites high-level executives and human resource representatives to attend "Responding to a Maturing Workforce: A Summit for Employers" on April 24, 2014. The event will focus on providing attendees with background on how organizations can begin to develop a culture and discuss workforce-planning strategies to engage and retain mature workers.

The event will present ideas to key decision makers to retain, recruit, reposition older workers as near-term solutions and redefine the way work is structured to alleviate the worker shortage and allow time for long-term succession plans to be developed and implemented.

Subject-matter experts will introduce concepts (environmental, task-related, technology, organizational, and person factors) to help participants understand the interdependencies within organizations and how to make thoughtful, conscious choices for their own situations. Experts will speak to the issues (healthcare benefits, legal matters, physical environment, technological advancements and education/skill development) that could be usable by employers to attract and engage a maturing workforce to support your company’s overall workforce planning efforts.

Event registration deadline is set for Thursday, April 24 at midnight.

Where to Start: Overview of the Work Environment

Karen Dettinger, Ph.D., Principal and Human Factors Engineer

Karen Dettinger head shot

Karen has worked for over 20 years leading organizations through process improvement and change initiatives. She has a Ph.D. in industrial engineering, with an emphasis on human factors in the workplace, from the University of Wisconsin, Madison. She draws upon sociotechnical systems, the interaction between people, technology and work, to help organizations assess needs and implement change initiatives.

As a partner in an international engineering firm, she served as managing director for a 250-person office, and led leadership development, succession planning, and human resources for the firm. Since that time she has led leadership development for a healthcare organization, and provided services to small businesses in the biotech industry. Over the past 10 years she has led multi-dimensional initiatives and focused on interdependent facets of change to help organizations expand ecommerce offerings, create healthier work environments, and streamline business processes.

Karen is a licensed professional engineer in the State of Wisconsin, and teaches a course on leading change initiatives for the University of Wisconsin Madison.

Linda L. Harfst is a partner in the firm. For over twenty-two years, she has been practicing primarily in the area of employment and labor law. Since 1993, she has chaired the firm's Labor and Employment section.

Ms. Harfst is a member of the National Employment Lawyers Association and also of the Labor and Employment Sections of the State Bar of Wisconsin and the American Bar Association. She is admitted to practice in the Federal District Courts of both the Eastern District of Wisconsin and the Western District of Wisconsin and of the Seventh Circuit Court of Appeals. She is counsel to Madison Teachers, Inc., which represents the employees of the Madison Metropolitan School District. Ms. Harfst is also counsel to SEIU/Healthcare Wisconsin, which represents nurses and other Wisconsin healthcare providers. She represents the Wisconsin Professional Police Association, which represents the employees of law enforcement agencies.

Ms. Harfst frequently represents workers in disability and discrimination claims under state and federal law, including the Wisconsin Fair Employment Act, the Americans with Disabilities Act ("ADA"), and the Wisconsin and federal family and medical leave laws ("FMLA"). She regularly assists individuals with long term disability insurance denial appeals. She advises students and their families in securing rights to a free and appropriate public education under the Individuals with Disabilities Education Act and state law.

Amy Tutwiler, Director

Amy Tutwiler head shotAmy Tutwiler is a Director at Bell, Moore & Richter S.C. Her practice involves a wide range of administrative, transactional and litigation work in the areas of employment law, environmental law and municipal defense. Ms. Tutwiler represents employers in equal employment suits. She has successfully defended clients against claims of employment discrimination based on several protected status classes, including age, disability, race, ethnicity and gender.

Ms. Tutwiler received her B.A. with honors, summa cum laude, from the University of Wisconsin-Milwaukee and is a member of Phi Beta Kappa. Ms. Tutwiler received a Law Degree and a Masters of Science Degree in 1994 from the University of Wisconsin. Ms. Tutwiler is a member of the bars for the State of Wisconsin and Dane County. She is also admitted to practice before the U.S. District Courts for the Eastern and Western Districts of Wisconsin and the U.S. Court of Appeals for the Seventh Circuit. She lives in Middleton with her husband Mark and their two children.



Opportunities for Mature Workers in the Affordable Care Act (ACA) World: A Primer

Frederick S. Bounds ALCM, ARM, Sr. Vice President, Healthcare Division

Frederick Bounds head shotFred’s work experience includes 17 years of working in the insurance industry for both group benefits and property & casualty coverage. He has been a featured speaker on risk management and health insurance issues at industry and trade group association meetings throughout the United States. Fred was one of six nationally selected Power Brokers for employee health benefits by Risk and Insurance Magazine, 2008.

A graduate of the University of Iowa with a Bachelor of Science in Biology, he completed his Master of Science degree in Toxicology / Industrial Technology at Iowa State University. He has earned his Associate in Risk Management (ARM) and Associate in Loss Control Management (ALCM) designations from the Insurance Institute of America, and is a Certified Healthcare Safety Professional. As an Adjunct Professor of Undergraduate Studies at Iowa State University, Fred has taught classes on workers compensation and loss control. He brings to his clients a deep knowledge and understanding of Healthcare Reform, the insurance claims process, stop loss coverage, and self-funding of health insurance and workers compensation programs.

Katherine has a BS, MS & PhD in Industrial & Systems Engineering from the University of Wisconsin-Madison, specializing in human factors and sociotechnical systems engineering. She has worked as an occupational stress researcher, and uses her expertise to design initiatives that lead to healthier and more productive organizations.

She has worked within and as an external consultant to academia, healthcare, non-profits and corporate businesses. Steve Arndt head shotDr. Arndt has a PhD in Industrial & Systems Engineering from the University of Wisconsin-Madison and is a Principal at Exponent Failure Analysis Associates with 17 years of consulting experience. Steve specializes in human factors, ergonomics, and industrial and consumer safety. He provides proactive consultation in the design, development and evaluation of consumer products and industrial machinery and assists his clients in the investigation and prevention of accidents.

Steve uses his expertise in human factors engineering in both litigation and non-litigation settings to explain the capabilities and limitations of people as they interact with their environment, tools and technologies, organizations, and other individuals. He has investigated occupational and industrial incidents involving machine guarding, fall protection, and materials handling, and assisted in the selection and development of safety systems for consumer and industrial equipment. He has performed accident risk and injury analyses for consumer products, industrial machines and systems including, oil field and hydraulic fracturing operations as well as numerous other occupational settings.
